DOE Light Bulb Efficiency Standards: What the 45 Lumens-Per-Watt Rule Means

The U.S. Department of Energy's efficiency standards reshaped what bulbs can be made and sold in America. Here's a clear explanation of the rules, what they cover, and where they're headed.

The 45 Lumens-Per-Watt Standard

At the heart of the rules is a minimum efficacy requirement: most general service lamps must now produce at least 45 lumens per watt. Efficacy is simply how much light (lumens) a bulb makes for each watt of power it draws. It's the truest measure of efficiency—and it's a bar traditional bulbs can't clear.

A typical old incandescent managed only about 15 lumens per watt, and most halogens land in the low 20s. LEDs, by contrast, routinely deliver 80–120+ lumens per watt. So the 45 lm/W floor effectively ended the manufacture, import, and retail sale of most standard incandescent and halogen A-line bulbs nationwide.

What Counts as a "General Service Lamp"

The standard targets everyday household bulbs—the medium-base A-shape bulbs most people use in lamps and fixtures, plus many common reflector and decorative types. These are the bulbs that, multiplied across hundreds of millions of homes, drive enormous energy use. Shifting them to LED saves consumers money and cuts national electricity demand significantly.

What's Exempt

Not every bulb is covered. A number of specialty lamps are exempt from the general-service standard, including certain:

  • Appliance bulbs (ovens, refrigerators)
  • Colored and stage/studio lamps
  • Plant and grow lights
  • Specific-application and specialty bulbs (e.g., certain bug lights, vibration-service)

Exemptions exist because no efficient drop-in replacement is always available, or the use case is narrow. The list is technical and can change—when in doubt, check the product specs.

The 45 lm/W threshold is widely seen as a first step. The DOE has finalized stricter efficiency requirements that raise the minimum well above 45 lumens per watt, with manufacturer compliance phased in later this decade. In practice, that pushes the market even more decisively toward LED and away from any remaining inefficient lamp types. The clear trajectory: LEDs become the default for virtually all general lighting.

  • Come in every shape, base, brightness, and color temperature.

The one adjustment: shop by lumens (brightness), not watts. A 9–10W LED replaces a 60W incandescent at about 800 lumens.
